TBC Overview


My Agency does not require the DoD standard Procurement Instrument Identification Numbers (PIIN) information.

A user can "Save Draft" and "Submit" without receiving a validation message. Users can enter zeros in the Enterprise Identifier field positions "1 – 6", the Fiscal Year field positions "7-8" must be entered, the Procurement Instrument Type Code field position "9" can be left blank, and the Serialized Identifier field positions "10-13" enter zeros.


Can a KO assign to another KO/Specialist?

Yes. The KO can assign to another KO/Specialist when creating a Pre-Solicitation or Pre-Award. The submitting KO name defaults in the "KO Name" field. The submitting KO selects another KO/Specialist from the menu. The assigned KO's phone number will auto-populate within the "KO Phone#" field. Either KO can submit the package and would able to see the workflow of the package being "Approved" or "Rejected". Please note that the KO must be registered to appear in the dropdown for KO Assignment.



I can't log in after registering my CAC. What should I do?

You will need to clear your browser's cache and SSL state. To do this, follow these steps:

  1. Completely quit your browser by closing all web browser windows.
  2. Open a new Internet Explorer (IE) web browser window.
  3. In Internet Explorer, select Internet Options from the Tools menu.
  4. In the Internet Options menu, click the General tab.
  5. In the General tab, click the Delete button under the Browsing History section.
  6. Next, in the Internet Options menu, click the Content tab.
  7. In the Content tab, click the Clear SSL State button under the Certificates section, then click the OK button to close the Internet Options menu.
  8. Close the browser window.
  9. Next, to access TBC, open a new browser window, and enter https://www.jccs.gov
  10. Select your "DoD-CA" Certificate from the popup menu, then enter your CAC PIN when prompted.
  11. Click the Government Login button.
  12. Select the TBC module from the dropdown menu to log in.
