Invitation for Bids (IFB)

PSC Y1FC – Construction of Troop Housing Facilities

Al Dhafra Air Base (ADAB) requires the construction of eight (8) two story re-locatable billets (RLB) each story has twelve (12) rooms supporting 24 beds. Project also, includes to construct four (4) 5-meters wide by 15-meters long male and female latrines with all lavatory & and shower accessories installed. The contractor shall design and construct a pre-engineered roof for the RLB buildings and will construct concrete footing, stairs and hallway providing access to both floors. Project will also include to install new electrical distribution line and fire suppression and communication networks. The Contractor shall connect building utilities to nearest existing utilities lines/tie-in points, including electric and communication networks.  Location of work will be at ADAB.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The contract duration will be 365 calendar days after notice to proceed to include inspection and punch lists. This project is unrestricted. The North American Industry Classification System (NAICS) Code is 236220. 

Selection for award shall be based on the price.  The Government intends to issue a single Firm Fixed Price (FFP) award for the subject project.  

SITE VISIT/PRE-PROPOSAL MEETING.  Due to current security and logistical constraints for the request of base passes, an in-person site visit will not be conducted.  In lieu of a site visit and pre-bid conference, pre-bid conference presentation slides and project site pictures/imagery will be posted as part of solicitation.
The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the US Air Force’s 380 ECONS denial of your access to the virtual pre-bid conference materials.  This information will be provided to determine your eligibility to receive access to the conference slide presentation and site images.

Each contractor requesting attendance will undergo an eligibility screening prior to be invited into the virtual conference and provided a copy of the slide presentation with instructions on how to place a complete bid package with imagery/pictures from the project and sought site.

BASE ACCESS.  Al Dhafra Air Base is not an open base, and you must obtain access in accordance with ADAB General Specifications.

MAGNITUDE OF CONSTRUCTION PROJECT:  IAW FAR 36.204(f), the magnitude of this requirement is between $1,000,000 and $5,000,000.

BID DUE DATE.  Bids for this project are due to the Contracting Office No Later than (NLT) 15 September 2025 at 10:00AM local Abu-Dhabi time, unless an amendment specifically extends/reduces the proposal deadline, in accordance with FAR 15.208.  Offerors shall submit bids in response to this solicitation electronically via the Solicitation module of the Joint Contingency & Expeditionary Services (JCCS) https://www.jccs.gov/jccsng/reception/government.  NO OTHER TRANSMISSION METHODS (E-MAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED.

Questions and Answers / Assumptions and Exceptions:  Contractors are cautioned that all communications are to be channeled through the Contracting Officer or designated alternate POC.  Any questions whether technical or contractual in nature shall be submitted via email.  Questions and Answers may be submitted via email to the Contracting Officer (CO) at 380econs.lgcc.infrastructure@us.af.mil NLT 18 August 2025 at 1600 (4:00 p.m.) local Abu-Dhabi time.  No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the CO in their proposal.   Questions will be consolidated, and responses will be posted on or around 1 September 2025.
