PSC Z2QA – Repair or Alteration of Restoration of Real Property (Public or Private)

The Al Dhafra Air Base (ADAB) is issuing an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the replacing of panels and disconnection of switches. In addition to the scope needed, some of the panels and switches have been investigated and deemed to be unnecessary to exist, so these panels and switches shall be removed permanently. There might be a need for some concrete pads to be designed for some of the panels if needed.  Location of work will be at ADAB.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The contract duration will be 180 calendar days after notice to proceed to include inspection and punch lists. This project is unrestricted. The North American Industry Classification System (NAICS) Code is 238210. 

Selection for award shall be based on the price.  The Government intends to issue a single Firm Fixed Price (FFP) award for the subject project.  

SITE VISIT/PRE-PROPOSAL MEETING.  Due to current security and logistical constraints for the request of base passes, a tentative date for a virtual pre-bid conference is on-or-about July 16, 2025. Interested contractor firms will be required to provide the following information to request invitation to receive conference presentation slides and project site pictures/imagery:  Name of company and name of authorized representative, Cage code, Joint Contingency & Expeditionary Services (JCCS) code, and Telephone.  Requested information for the virtual pre-bid conference must be provided in advance, NLT July 15th, in order to ensure timely processing of all requests.

The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the US Air Force’s 380 ECONS denial of your access to the virtual pre-bid conference materials.  This information will be provided to determine your eligibility to receive access to the conference slide presentation and site images.

Each contractor requesting attendance will undergo an eligibility screening prior to be invited into the virtual conference and provided a copy of the slide presentation with instructions on how to place a complete bid package with imagery/pictures from the project and sought site. 

All questions from the virtual pre-bid conference must be submitted by July 23, 2025, via email to 380econs.lgcc.infrastructure@us.af.mil. 

BASE ACCESS.  Al Dhafra Air Base is not an open base, and you must obtain access in accordance with ADAB General Specifications.

MAGNITUDE OF CONSTRUCTION PROJECT:  IAW FAR 36.204(f), the magnitude of this requirement is between $250,000 and $500,000.

BID DUE DATE.  Bids for this project are due to the Contracting Office No Later than (NLT) 21 August 2025 at 10:00AM local Abu-Dhabi time, unless an amendment specifically extends/reduces the proposal deadline, in accordance with FAR 15.208.  Offerors shall submit bids in response to this solicitation electronically via the Solicitation module of the Joint Contingency & Expeditionary Services (JCCS) https://www.jccs.gov/jccsng/reception/government.  NO OTHER TRANSMISSION METHODS (E-MAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED.

Questions and Answers / Assumptions and Exceptions:  Contractors are cautioned that all communications are to be channeled through the Contracting Officer or designated alternate POC.  Any questions whether technical or contractual in nature shall be submitted via email.  Questions and Answers may be submitted via email to the Contracting Officer (CO) at 380econs.lgcc.infrastructure@us.af.mil NLT 23 JULY 2025 at 1600 (4:00 p.m.) local Abu-Dhabi time.  Questions will be consolidated, and responses will be forwarded to all Contractors NLT 6 August 2025.  No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the CO in their proposal.
