Field Ordering, Receiving & Payment Using a Single Tool
The 3in1 Tool automates three key processes, Field Ordering, Receiving, and Payment, in one solution normally accomplished with the Standard Form 44. The 3in1 tool will record and transmit cash and carry type purchases, to the 3in1 database for reconciliation and review.

The 3in1 Tool is a joint procurement and financial management solution that was developed to reduce risk to the field team, improve procurement and cash management on the battlefield, and provide immediate visibility into purchases and payments.
3in1 Tool Components
The 3in1 Tool consists of the three components:
The ruggedized handheld device, equipped with a scanner and camera, is used in the field to input, temporarily store, and transmit purchase and payment information
The 3in1 database/server is used to manage devices and role-based system access; stores, reports, and analyzes purchase and payment data. The server also transmits payment information (receipts) to Electronic Data Access (EDA) and other financial systems for official document storage.
The Workstation application receives purchase and payment information from the handheld device, and transmits it to a prime database/server.
Users can work offline or online. The handheld device and Workstation operate independently. Data synchronization occurs when web connectivity is available.

The 3in1 Tool is part of the Joint Contingency & Expeditionary Services (JCXS), a program under the Defense Logistics Agency (DLA) Information Operations (J6). JCXS is the information technology system used by contingency programs that rapidly deploy for humanitarian, peacetime, and wartime missions. JCXS provides centralized vendor registration and solicitation / proposal postings on a secure web site.

CENTCOM - Joint Theater Support Contracting Command (C-JTSCC) utilizes JCXS in Regional Contracting Commands (RCCs), throughout Afghanistan and other nations, that deliver contingency services to all the major DoD components: Army, Navy, Air Force, and Marines; and report to other DoD and Federal Government stakeholders to include: United States Agency for International Development (USAID) and Department of State (DOS). JCXS is a repository for more than 45,000 Host Nation vendors and other international vendors.
